If you're planning on studying a primary education degree you'll want to go to the top universities for primary education in the country. Primary education is awarded as a B.A. (Bachelor of Arts) and is considered part of the humanities and arts department of most universities; it's not possible to find the best universities for individual subjects but you can find the best performing universities in arts and humanities.

You may actually find some of the top universities in the country aren't listed in the arts and humanities rankings on most sites. This isn't because the university is bad, but mainly because the expertise of the university isn't focused on art subjects. Since the planned budget cuts to education universities have been forced to take funding away from arts courses and are only supported for STEM (Science, Technology, Engineering and Maths) subjects by the government; to keep fees low and gain the most funding universities have cut their resources to arts and humanities departments.

However, you'll normally find universities in the 30 - 50 overall rankings being placed first for arts and humanities because all their resources are dedicated to this specific area of study. Even if you go to the best overall university in the country, you're not guaranteed to received the best primary education degree. You're much better off going to a university that performs well in the arts and humanities department than a university that performs well overall as you're likely to have more resources for your department.
